Deep in the heart of Dallas lies the city of Rowlett, Texas. This suburb is within an easy commuting range of the Dallas/Ft. Worth area, but all that convenience comes with risk as the region saw one of the most drastic surges in STD transmission in recent years.

The newest County Health Director is in the process of expanding clinical service capacity. He estimates that between up to 200-400 patients were turned away each month over a two-year period. Before he took the position, he claims he even tried to call in to see what the appointment wait time was. He waited on hold for over an hour and never was able to get through.

The way sex education looks in Texas today is the way it has looked for years. Under the law, abstinence has to be taught as the first and best choice. Everything else is optional, including talking about disease prevention, conception, and sex education.
A small group of Dallas Independent School District parents wants to put into place a better sex education curriculum. Some disagree with the change. Currently in Texas sexual education classes must devote more time to abstinence than any other behavior.
David Wiley is a health education professor at Texas State University. He is a critic of abstinence only sex education. He notes that currently student have misconceptions he sees in his classes. Some male students ask about their chance of getting cervical cancer. Some female students have no idea how birth control works. Wiley reviewed sex education curricula across the state for the Texas Freedom Network.
Texas now ranks third in teen pregnancies, first in repeat teen births, and sixth for gonorrhea among young women. It ranks 12th for diagnosed HIV cases among teenagers. Abstinence only education has not helped those numbers. Several studies of Centers for Disease Control data have shown that states with abstinence-only sex education have higher rates of teen pregnancy than those with more comprehensive programs.
Research from the University of Texas shows that ten percent of sixth-graders have had sex, and by 12th grade 70 percent of teens have had sex. This means more than 800,000 teens in Texas.
