Located in Northeast Georgia near the South Carolina border, Toccoa is a city in and the county seat of Stephens County. The county had no new HIV cases in 2018, and in 2019 and 2020, HIV diagnoses were less than five, so their value in surveillance records was censored.

To curb the spread of STDs, the Georgia Department of Public Health partners with local health departments to deliver prevention programs targeting pregnant women, adolescents, and men who have sex with men. The health department also coordinates the state-supported free mail-order condom distribution program.
