AIDS Project of the East Bay (APEB) was founded by Dr. Robert C. Scott who was an Oakland physician. He wanted to create this project as a program specifically for the Pacific Center for Human Growth in Berkeley, CA. During the AIDS epidemic in the 80s, Dr. Scott went around discussing with people how to reduce their risk of getting HIV by providing safer sex tips to anyone he could, wherever he could. Currently, APEB still provides sexual health education, but now they also offer test and treatment services for HIV and STIs. Through this project will see anyone, this project does focus on people living in Alameda County that have HIV already.


All residents living in Alameda County who are HIV+ and consider themselves as low income are eligible to enroll in client services programs. HIV testing is open to the public. Most test results can be ready either the same day or within 7-10 days depending on the test. You can schedule an appointment or you can drop in on Thursday’s between 12:00 pm – 4:00 pm.
